Diplomatic sources have disclosed for the first time the content of the UAE’s conspiracy prepared in partnership with Israel to impose what is called the “Day After Plan” for the Israeli war on Gaza, which fundamentally aims to deplete the sector of resistance.
The sources mentioned that Abu Dhabi’s plan targets the deployment of military contractors (mercenaries) in Gaza, granting the Israeli occupation supreme authority to manage and monitor the sector, with the long-term marginalization of Hamas and resistance factions.
According to the sources, the Palestinian Authority has officially rejected the UAE’s plan in partnership with Israel and has communicated this stance to the U.S. administration.
The Emirati plan imposes preconditions that the Palestinian leadership sees as a continuation of the UAE’s role interfering in Palestinian internal affairs, promoting globally that the authority “suffers from rampant corruption and lacks credibility.”
Among these conditions is “the Palestinian Authority must undergo reforms, demonstrate transparency and accountability, to regain credibility and trust among the Palestinian people and international partners, and it will be recognized as the only legitimate administrative body in Gaza. This process will include the appointment of a new prime minister and the establishment of a Gaza committee through a presidential decree.”
The Emirati plan includes the presence of Arab security forces and “mercenaries” (military contractors) with no direct Palestinian role in security initially.
Here is the full text of Abu Dhabi’s plan for the day after the war on Gaza:
Goals and Priorities:

- Respond to the humanitarian crisis through coordination and delivery of humanitarian aid and reconstruction of Gaza.

- Pave the way for the reunification of Gaza and the West Bank under a single, legitimate Palestinian Authority.
Preconditions:

- First: The Palestinian Authority must undergo reforms and show transparency and accountability to restore credibility and trust among the Palestinian people and international partners. It will be recognized as the only legitimate administrative body in Gaza, which will include appointing a new prime minister and establishing a Gaza committee through a presidential decree.

- Second: The Israeli government must offer concessions; the plan is conditional on progress towards a two-state solution.
Plan Components:

- First: Deployment of a temporary international mission, based on an official request from the Palestinian Authority, to replace the Israeli military presence in Gaza.

- Third: The forces may include personnel from Arab countries, including military contractors.

- The committee will be responsible for the daily management of Gaza, rehabilitation of the economy, social services, and state institutions, gradually building the presence of the Palestinian Authority in Gaza.

- The staff and personnel will include former civilian employees of the Palestinian Authority, in addition to former civil service employees who worked under Hamas, provided they are vetted by the steering committee members and Israel.
Compliance with Existing Agreements:

- The plan does not seek a new agreement with Israel but will ensure compliance with current security and economic arrangements (e.g., the Paris Protocol), etc.

- Israeli security concerns will be managed without the need for renegotiation.
Reconstruction of Gaza:

- The Palestinian Authority will be responsible for reconstructing Gaza, supported by financial aid from Saudi Arabia, the UAE, and other international donors.

- Efforts will focus on rebuilding infrastructure, restoring services, and reestablishing the institutions of the Palestinian Authority.
Palestinian Reconciliation:

- Initiate dialogue between Fatah and Hamas to achieve consensus that ensures Hamas’s acceptance of the committee and the international mission.
