Sunna Files Website has obtained a document revealing an Israeli plan to delegate a global security company in the Gaza Strip to represent the Israeli military in managing the daily affairs of the residents by establishing closed areas.
The document reveals that “Global Delivery Corporation (GDC),” led by Israeli-American businessman Moti Kahana, has presented a plan to the Israeli government to take control of areas in the northern Gaza Strip under the pretext of “ensuring the safe distribution of aid and preventing Hamas from taking control of it.”
According to the document, the company intends to divide the northern part of the strip into a series of “closed communities” free from Hamas with local Palestinian leadership and governance, with the city of Beit Hanoun, located in the far northeast of the Gaza Strip, serving as the main center of its operations.
The security company will establish areas from which it will manage its operations, located in the northern Gaza Strip, where the company will be granted licenses, equipment, and weapons necessary to control its operational areas.
As Sunna Files Website has knew, the company’s three operations will be in Beit Hanoun, Beit Lahia, and Jabalia as part of the first phase, with main centers for gathering aid to be established, one of which is located at “Point 44,” previously under the Customs Police of the Hamas government in Gaza, near the Erez Crossing.
The second center of the company’s operations is located in the area opposite to Azbat Beit Hanoun from the north, specifically the area locally known as “Al-Hawooz,” about 2 km from the Erez (“Beit Hanoun”) Crossing controlled by the Israeli forces.
The company, staffed by hundreds of heavily armed security personnel who possess armored vehicles, will provide security for the entry of aid through the Erez Crossing to the main gathering points, and then distribute it in closed areas in Beit Hanoun, Beit Lahia, and Jabalia.
The document reveals that the facilities to be established near the Erez Crossing will be surrounded by thick concrete walls, truck lanes, an entry and exit control point, adjacent sandy areas, container housing for security forces, electrical generators, and large tents for aid storage.
The document notes that the process of assembling security teams and equipment takes 30 days to be operational, with the Israeli government issuing a license for the security company, weapon permits, and work visas. The document emphasizes that the company’s employees will reside in the Occupying state outside of working hours, with daily passage through the Erez border crossing permitted.
Security teams will maintain continuous contact with the Israeli military to ensure operational management, and the Israeli government will facilitate the import of armored vehicles used by the security teams, as well as allowing the company to import protective gear, helmets, weapons, explosive ordnance disposal equipment, and communications gear, with operations limited to daylight hours.
Among the company’s teams are rapid response units, and their vehicles will be allowed at the Erez border crossing. According to the document obtained by Sunna Files Website, the so-called “Coordinator of Government Activities in the Territories” will recommend contact points within the Palestinian community in Gaza to assist in receiving and distributing humanitarian aid, according to the document, and the company will be allowed to employ Palestinian translators.
The “Telegraph” reported in a piece translated by Sunna Files Website that the aforementioned company led by Moti Kahana intends to divide the sector into a series of “bubbles” or “closed communities” free from Hamas.
Kahana commented on the nature of the closed communities, stating they “will be similar to Miami but without a golf course and a swimming pool (…) Palestinians can enter and exit at any time, but their goal will be secure and safe communities with local Palestinian leadership and governance.”
