Diplomatic sources have disclosed the details of a conspiracy involving the UAE and Israel aimed at executing the so-called “Post-War Plan” for Gaza, which primarily seeks to dismantle resistance in the region.
The sources highlighted that Abu Dhabi’s strategy involves deploying military contractors (mercenaries) in Gaza, granting Israel overarching authority to manage and supervise the territory while sidelining Hamas and other resistance factions in the long run.
Furthermore, the Palestinian Authority has officially rejected the UAE’s collaborative plan with Israel and has conveyed its stance to the U.S. administration.
The Emirati initiative includes preconditions that the Palestinian leadership perceives as further interference in Palestinian internal affairs, portraying the authority as “facing widespread corruption and lacking global credibility.”
A significant condition requires the Palestinian Authority to undertake reforms to showcase transparency and accountability, thus restoring credibility and trust among the Palestinian populace and international stakeholders. The plan envisions the PA as the sole legitimate governing body in Gaza, encompassing the appointment of a new Prime Minister and the formation of a Gaza Committee via a presidential decree.
Moreover, the Emirati plan proposes the introduction of Arab security forces and “mercenaries” (military contractors), with no immediate direct role for Palestinians in security matters.
Here is the full text of Abu Dhabi’s plan for the post-war scenario in Gaza:
Objectives and Priorities: Addressing the humanitarian crisis through the coordination and provision of humanitarian assistance and the reconstruction of Gaza. Establishing a framework for law and order. Creating the foundations for effective governance. Promoting the reunification of Gaza and the West Bank under a singular, legitimate Palestinian Authority.
Preconditions: Firstly, the Palestinian Authority needs to implement reforms that demonstrate transparency and accountability to rebuild trust and credibility with the Palestinian population and international stakeholders. This will also establish its recognition as the exclusive legitimate governing body in Gaza, which will involve the appointment of a new Prime Minister and the formation of a Gaza Committee through a presidential decree. Secondly, the Israeli government must be prepared to make concessions, as the success of the plan is dependent on advancements toward a two-state solution.
Components of the Plan: The initial component involves the establishment of a temporary international mission, requested officially by the Palestinian Authority, to take over from the Israeli military presence in Gaza. The second component focuses on this international mission’s responsibility for maintaining stability and enforcing the law in Gaza. The third component may include personnel from Arab nations alongside military contractors. The fourth component specifies that there will not be a direct role for Palestinians in security matters at the outset.
Temporary International Steering Committee for the Mission: This committee consists of representatives from the UAE, the United States, and various other regional stakeholders. The steering committee will be responsible for overseeing the execution of the plan, ensuring that progress is made, and coordinating international financial support. Additionally, this body will track the reforms undertaken by the Palestinian Authority, monitor reconstruction efforts, and assess developments in security.
Gaza Committee:
This committee will consist of Palestinians who will be subject to vetting by the steering committee and Israel.
It will handle the daily governance of Gaza, focusing on economic recovery, social services, and state institutions, while gradually reinforcing the Palestinian Authority’s presence in the area.
Members may include former civil servants from the Palestinian Authority and individuals who previously served under Hamas, provided they pass the vetting process conducted by the steering committee and Israel.
Compliance with Existing Agreements: The plan aims to uphold existing agreements with Israel rather than create new ones, ensuring adherence to current security protocols and economic arrangements, such as the Paris Protocol. Israeli security concerns will be addressed without the need for renegotiation.
Reconstruction of Gaza: The responsibility for rebuilding Gaza will fall to the Palestinian Authority, supported by financial contributions from Saudi Arabia, the UAE, and other international donors. The focus will be on restoring infrastructure, providing essential services, and reestablishing the Palestinian Authority’s institutions.
Palestinian Reconciliation: Efforts will be initiated to foster dialogue between Fatah and Hamas to reach an agreement that secures Hamas’s acceptance of both the committee and the international mission.
Timeline for Initial Steps:
The initial step involves issuing a presidential decree to establish a new government for the Palestinian Authority and to create the Gaza Committee.
The subsequent step will be the appointment of a new Prime Minister, potentially someone like Salam Fayyad, who will oversee both the West Bank and Gaza, and manage the Gaza Committee. This new government will spearhead the rehabilitation efforts and re-establish the Palestinian Authority’s role in Gaza.
The third step focuses on forming a technocratic government aimed at reforming the Palestinian Authority.
The fourth step consists of the Palestinian Authority formally requesting a temporary international mission.
The fifth step involves the Palestinian Authority implementing reforms to kickstart the reconstruction of Gaza, with financial support from Saudi Arabia, the UAE, and other international donors, emphasizing infrastructure and essential services while restoring the Palestinian Authority’s presence in Gaza.
The final step is for the reformed Palestinian Authority to regain credibility and political authority in Gaza through governance and security reforms, thereby reducing Hamas’s influence over time.
