Israeli media has praised the United Arab Emirates’ (UAE) stance on the ongoing Arab plan for Gaza’s reconstruction, highlighting Abu Dhabi’s insistence on fully disarming Hamas and Palestinian resistance groups before providing any financial support for rebuilding efforts.
According to the Hebrew newspaper Israel Hayom, both the UAE and Saudi Arabia have made their financial support for Gaza’s reconstruction contingent on the complete disarmament of Hamas. Meanwhile, Egypt has proposed a middle-ground solution, while Qatar advocates for the inclusion of Hamas in governance.
The newspaper reported that despite general agreement on Egypt’s plan for Gaza’s reconstruction, Saudi Arabia and the UAE refuse to participate financially or practically unless Hamas relinquishes its weapons and is excluded from the governing body.
These disagreements were reportedly revealed by Arab and American sources following high-level meetings in Riyadh last weekend.
The differences over the Gaza reconstruction plan dominated discussions between Saudi Arabia, the UAE, Egypt, and Qatar during the meetings held in Riyadh.
Egypt proposed a plan involving the establishment of a governmental body to oversee reconstruction at an estimated cost of $20-30 billion. The plan deliberately excluded Hamas and the Palestinian Authority, aligning with Israeli demands.
However, Saudi Arabia and the UAE refused to provide financial support for this plan unless Hamas was completely disarmed.
According to Israel Hayom, both Saudi Arabia and the UAE categorically rejected any compromise regarding Hamas’s role in Gaza, arguing that Hamas is responsible for the war and the resulting devastation suffered by Gaza’s population.
Abu Dhabi also reportedly urged Riyadh to ensure Hamas’s complete disarmament, warning that allowing Hamas to retain its weapons would inevitably lead to Gaza’s destruction again, even after reconstruction.
UAE’s Conspiracy at the Arab League
Arab diplomatic sources previously revealed details of a UAE-led conspiracy within the Arab League to push forward former U.S. President Donald Trump’s plan—coordinated with Israel—to forcibly displace Palestinians from Gaza.
These sources disclosed ongoing diplomatic efforts related to the emergency Arab summit scheduled to be held in Cairo on February 27. While there was broad agreement to include a firm rejection of Palestinian displacement in the final communiqué, the UAE caused a controversy by insisting on modifying the wording.
An Arab diplomat noted that Egypt and Jordan spearheaded efforts to reach a consensus on several key principles for the summit’s final statement, primarily the categorical rejection of the displacement of Palestinians from Gaza or the West Bank.
However, the UAE insisted on inserting the word “forced” into the phrase “categorical rejection of displacement,” effectively limiting its opposition solely to forcible expulsion.
UAE’s Support for Trump’s Ethnic Cleansing Plan
Two days ago, diplomatic sources revealed that the UAE supports Trump’s plan for the ethnic cleansing and displacement of Palestinians from Gaza, hoping it would lead to the complete eradication of Palestinian resistance factions.
Sources told Emirates Leaks that the UAE leadership conveyed identical verbal messages to senior officials in Trump’s administration, expressing Abu Dhabi’s willingness to support and fund the plan.
Additionally, the UAE allegedly offered to take in a limited number of Gaza residents, particularly those affiliated with the reformist movement of Mohammed Dahlan—who serves as a special advisor to the UAE president—along with their families, as part of implementing Trump’s proposal.
According to these sources, the UAE believes that the forced displacement of Gaza’s population is the only viable means of permanently dismantling Palestinian resistance and eliminating all factions, thus preventing any future unrest in the region.
The UAE reportedly views Trump’s plan—centering on U.S. control over Gaza and the forced exodus of its Palestinian population—as a long-term solution, despite the potential for immediate tension, including large-scale displacement and ethnic cleansing.
Ignoring International Law
The UAE continues to disregard the fact that international humanitarian law explicitly prohibits the permanent forced displacement of populations in occupied territories, deeming it a war crime when carried out with criminal intent. Furthermore, if such displacement is conducted as part of a widespread or systematic attack on civilian populations as state policy, it constitutes a crime against humanity.
The UAE government appears to support Israel’s severe destruction in Gaza, viewing large portions of the enclave as uninhabitable. According to Emirati officials, Gulf funding for reconstruction would be “futile” as long as Hamas and other resistance factions remain in control, potentially leading to renewed conflict with Israel.
Trump’s Wider Plan for Displacement
Trump has proposed a broader displacement of Palestinians and “control” over Gaza as a potential U.S. policy in response to the devastation there. He made these remarks while standing alongside Israeli Prime Minister Benjamin Netanyahu, whose government is directly responsible for the policies that have led to this destruction and who remains a key UAE ally.
Since October 2023, Israeli authorities have deliberately carried out mass forced displacement of Palestinian civilians in Gaza—many of them multiple times. Senior Israeli officials have openly declared their intent to forcibly expel the Palestinian population from the territory.
Israeli authorities have also deliberately created living conditions calculated to destroy a portion of Gaza’s population, including the deliberate deprivation of food, water, and other necessities for survival. These actions constitute crimes against humanity, including genocide.
Trump’s statements on Gaza have been widely condemned—not only by neighboring states like Egypt and Jordan but also by governments across the globe, including Germany, Australia, Ireland, the United Kingdom, Brazil, China, and Russia, as well as by the United Nations Human Rights Commission.
UAE’s Coordination with Israel to Neutralize Palestinian Resistance
Israeli media has previously exposed details of a UAE-Israel conspiracy aimed at suppressing Palestinian resistance in Gaza following the war by imposing new governance arrangements in the territory in the event of a ceasefire and an end to the Israeli assault.
According to Israel Hayom, Abu Dhabi has reportedly agreed in principle to take responsibility for Gaza’s administration after the war, intending to rebuild the region in a way that neutralizes any potential threat to Israel.
Diplomatic sources also revealed details of the UAE’s broader scheme—developed in partnership with Israel—to enforce a so-called “day after” plan for post-war Gaza, which centers on eliminating resistance in the enclave.
Under this plan, the UAE allegedly aims to deploy military contractors (mercenaries) in Gaza and grant Israel overarching authority to oversee and control the territory while sidelining Hamas and Palestinian resistance factions in the long term.
The UAE’s strategy aligns directly with Israeli interests, ensuring that any post-war governance of Gaza permanently eliminates the presence of Palestinian resistance and consolidates Israeli dominance over the enclave.
