In a controversial move, the United Arab Emirates (UAE) has launched a diplomatic campaign aimed at pressuring the United Nations and governments worldwide to support Israel’s plan to expel Palestinian resistance factions from Gaza — a plan reportedly coordinated with the Israeli Foreign Ministry.
An Emirati-Backed Voice Echoes Israeli Narratives at the UN
As part of this effort, Abu Dhabi operative Ramadan Abu Jazar — director of the UAE-funded “Brussels International Center for Research” — sent a letter to UN Secretary-General António Guterres.
In the letter, Abu Jazar urged international efforts to disarm Palestinian resistance groups and expel their leaders from the Gaza Strip, while simultaneously attempting to whitewash Israel’s image — despite its documented atrocities against Palestinians over the past 18 months.

Abu Jazar’s message echoed Israeli rhetoric, claiming that “the people of Gaza are suffering under the brutality of Hamas’ armed militias,” while referring to Israel’s systematic violence against Palestinians merely as “Israeli military operations.”

Reports Reveal UAE-Israel Coordination to Neutralise Gaza
Multiple Arabic-language news outlets have revealed new, consistent details about what they describe as a UAE-led conspiracy to neutralise Gaza, forcibly displace its population, and dismantle its status as a stronghold of Palestinian resistance.
According to Lebanon’s Al-Akhbar newspaper, the UAE has been exerting pressure on Egypt, proposing a comprehensive political agreement to encourage Cairo to accept a controversial resettlement plan for Palestinians from Gaza — a proposal originally floated by former U.S. President Donald Trump and widely rejected by Arab states, particularly Egypt and Jordan.
The report suggests that Abu Dhabi is working to tailor a political arrangement that aligns with Egypt’s interests, aiming to secure Egyptian cooperation in exchange for substantial financial incentives. The UAE is reportedly mediating between Egypt and the United States to finalise the deal.
The Real Aim: Disarm Gaza and Dismantle the Resistance
The newspaper notes that this proposed political framework seeks to fulfil Egypt’s minimum demands — mainly ensuring that some elements of resistance remain in Gaza and preventing complete depopulation. However, the UAE’s vision is far more aligned with Israeli interests.
What appears on the surface as a contribution to Gaza’s reconstruction is, in reality, a calculated strategy to empty the Strip of resistance fighters and facilitate long-term Israeli goals to neutralise Gaza as a future threat. The UAE plan includes detailed provisions to weaken the resistance and reshape Gaza under strict Israeli-approved security arrangements.
The report further reveals that this scheme was a key topic during UAE President Mohammed bin Zayed’s recent visit to Cairo. Ongoing discussions between Egyptian and Emirati officials aim to craft an arrangement that would be palatable to Egypt’s leadership.
Third-Country Exile for Resistance Leaders
According to Al-Akhbar, the UAE is proposing that all members of Palestinian resistance groups be exiled to third-party countries — excluding Egypt — in coordination with Israel. Those exiled would be permanently barred from returning to Gaza. Elderly family members, however, would be allowed to remain in the Strip if they choose to do so.
In exchange, Gaza would undergo reconstruction based on specific security protocols dictated by Israel.
Israeli Approval and U.S. Consultation
The UAE’s strategic plan — which includes several investment proposals in Gaza — has received quiet endorsement from Israel and was discussed during the recent Washington visit of UAE National Security Advisor Tahnoun bin Zayed.
