Multiple Arab news outlets have released corroborated new details exposing a UAE-backed conspiracy to neutralise Gaza, displace its population, and end its role as a centre of Palestinian resistance threatening the Israeli occupation in the future.
A Political Bargain: UAE Pressures Egypt Over Gaza Displacement Plan
According to a report by Al-Akhbar newspaper in Lebanon, the United Arab Emirates is pressuring Egypt to accept a controversial plan to forcibly relocate Palestinians from Gaza, originally proposed by former U.S. President Donald Trump. The plan has been rejected across the Arab world, especially by Egypt and Jordan.
The report claims Abu Dhabi is working to craft a political agreement tailored to Egypt’s conditions, offering financial incentives in exchange for Cairo’s approval. The UAE is mediating between the United States and Egypt, hoping to push the displacement plan forward under the guise of diplomacy.
Although the deal promises to leave some resistance forces inside Gaza and avoid full depopulation, its true aim, as per Al-Akhbar, is to empty the Strip of Palestinian fighters, all while presenting itself as part of Gaza’s post-war “reconstruction efforts.”
Displacement for Dollars: Israel’s Security Agenda in Disguise
The Emirati plan, which includes promises of generous financial aid for Egypt, seeks to facilitate the exit of Palestinian civilians and resistance fighters. The scheme was reportedly discussed during UAE President Mohammed bin Zayed’s recent visit to Cairo, amid ongoing back-channel communications between the two governments.
According to the report, the UAE has proposed allowing all Palestinian resistance fighters to be exiled to third-party countries, not Egypt — in coordination with Israel. They would be barred from returning to Gaza, though elderly family members may be allowed to remain. Reconstruction of Gaza would proceed under security arrangements dictated by Israel.
The vision includes Emirati investment projects in Gaza that have already received Israeli support and were reportedly discussed during UAE National Security Advisor Tahnoun bin Zayed’s recent visit to Washington.
French Newspaper Exposes UAE-Israel Alliance Over Gaza
Just days ago, the French newspaper Le Monde published a bombshell article by historian and Middle East expert Jean-Pierre Filiu, titled “The UAE’s Gaza Trifecta.” The piece accuses the UAE of deepening its strategic partnership with Israel, while pretending to align with the Arab consensus on Palestine and using humanitarian aid to mask geopolitical agendas.
Filiu quotes UAE Ambassador to Washington Yousef Al-Otaiba, who publicly declared in Dubai that there is “no alternative whatsoever” to Trump’s plan for Gaza, which envisions transforming the Strip into a “Middle East Riviera” — once it is emptied of its people.
The statements, made in March, were not slips of the tongue. Al-Otaiba, a long-serving envoy since 2008, has built close ties with American political elites and was central to the 2020 Abraham Accords, which many Emiratis still regard as a “shameful normalisation deal.”
According to Filiu, Al-Otaiba is deeply connected to UAE President Mohammed bin Zayed and his brother, Foreign Minister Abdullah bin Zayed, suggesting that these remarks reflect a strategic policy direction, not personal opinion — even though the UAE publicly claims support for a Palestinian state.
Trump’s Plan, Dismantling the Cause, and the Dilemma of Mahmoud Abbas
Filiu reminds readers that Trump’s 2020 plan, which envisioned the disarmament of Hamas and transfer of Gaza back to the Palestinian Authority, was rejected outright by Palestinians. Meanwhile, Abu Dhabi continues to undermine Mahmoud Abbas by backing his rival Mohammed Dahlan, a former Fatah leader exiled in the UAE.
Filiu notes that Dahlan’s supporters dominate the refugee camps in Gaza, even though they cannot return due to tensions with Hamas. Ironically, while UAE-backed factions are fueling disunity within Fatah, this instability has only served to strengthen Hamas, which limits Dahlan’s groups to purely humanitarian roles.
Humanitarian Optics, Military Silence
Lacking credible political allies in Gaza, the UAE in March 2024 partnered with the U.S. NGO World Central Kitchen to send aid via maritime shipments from Cyprus to Gaza. The effort collapsed after the April 1 Israeli airstrike killed three international volunteers, three British security guards, and one Palestinian driver.
Although the UAE later sent 2,500 aid trucks via Egypt, Jean-Pierre Filiu notes that this only covered five days’ worth of food and medical needs for Gaza’s population. Furthermore, efforts to prevent Egyptian intermediaries from exploiting Emirati aid largely failed, undermining Abu Dhabi’s narrative of silent humanitarian heroism.
Filiu admits that many Palestinians appreciated the quality of Emirati aid, and that President Mohammed bin Zayed personally oversaw evacuations of wounded civilians to Abu Dhabi. However, only a fraction of the estimated 12,000 needed medical evacuations were carried out.
UAE’s Silence Speaks Volumes
Filiu closes by highlighting Tahnoun bin Zayed’s quiet visit to the White House — the day after Israel resumed its military offensive in Gaza. His attendance at a dinner with Donald Trump, without any public mention of Gaza, was seen by many as a silent endorsement of the war’s continuation.
