A Shift in European Strategy: From Peace to Preparedness
Multiple European nations are rapidly transitioning from peacetime complacency to emergency readiness, issuing civil defence protocols amid growing fears of war with Russia. The shift reflects a deeper anxiety: Europe can no longer rely solely on American military backing.
In a stark address to security experts in Brussels last December, NATO Secretary-General Mark Rutte declared, “It is time to shift to a war mentality.” This blunt statement underscored Europe’s changing perception of the strategic threat posed by Moscow—especially in the wake of Russia’s ongoing military operations in Ukraine.
According to a report by CNN, this heightened alert has driven governments across the continent to introduce survival manuals, re-purpose metro stations as bomb shelters, and recommend stockpiling food and medicine for at least 72 hours.
Government Warnings and Civilian War Readiness Plans
In March, the European Commission issued general guidelines urging residents to prepare for crisis conditions. Citizens were advised to keep emergency supplies, food, and water enough for three days—a clear signal of anticipated disruptions in electricity, transport, or communications.
Germany updated its national emergency preparedness guide in June, detailing how civilian life would change during wartime. Sweden, meanwhile, published a comprehensive civil defence booklet titled “If Crisis or War Comes.”

Finland’s decades-long commitment to civil defence—rooted in historical trauma from Soviet invasions—has made it a model of national readiness. In 2022, Helsinki reviewed its shelter system and confirmed it had 50,500 shelters, enough for 4.8 million of its 5.6 million citizens.
A new Finnish Interior Ministry guide released in November addresses power outages, communication blackouts, and chemical or military attacks—showing the scope of scenarios European leaders are now taking seriously.
Between Awareness and Panic: Public Response is Crucial
Despite the urgency, experts warn against spreading fear. Claudia Major, deputy director of Transatlantic Security at the German Marshall Fund, told CNN:
“The goal is preparedness, not panic. People should be aware, but not terrified.”
She noted how Finland’s historical awareness—formed during the Cold War—led it to develop a reliable shelter and supply system. “They learned from history: No one will help us. We must rely on ourselves.”
Major added that for some European nations, like the Baltic states, the threat of invasion is etched into national memory. “The fear of being wiped off the map is existential,” she said. Meanwhile, countries like Portugal, Italy, and the UK are less attuned to the Russian threat and remain more concerned with migration, terrorism, or instability in North Africa.
